Away for Umrah, Buzeki gets appointed KCCA ED

President Museveni has appointed Hajjat Sharifah Buzeki as the new Executive Director of Kampala Capital City Authority (KCCA), making her the first Muslim and third woman to hold the position substantively. She takes over from Dorothy Kisaka, who was sacked along with her deputy David Luyimbazi over alleged negligence which resulted in the collapse of the Kiteezi landfill, causing over 30 deaths in August 2024.

According to the deputy presidential press secretary, Faruk Kirunda, Buzeki’s name and that of Benon Kigenyi, the deputy executive director-designate, have been forwarded to Public Service for formalisation.
The news of her appointment found her away in Makkah, Saudi Arabia, where she travelled for Umrah.

Buzeki was born in a humble but strong Muslim family in Bukakande village, Kamuli district. She is the daughter of Sheikh Salim Bukyanagandi who taught at Bugembe Islamic Theological Institute, Jinja, for over three decades.

She went to Wanyange Girls School between 1991 and 1996 and was actively involved in student politics. In 1995, Buzeki was elected as the secretary-general of the Uganda secondary schools prefects club that aimed at promoting students leadership in schools.

In 1995, she joined the Islamic University In Uganda (IUIU) for a bachelor’s degree in Social Sciences. She also obtained a Master’s Degree in Public Administration and Management, and a Post-Graduate Diploma in Human Management from the same university.

While at IUIU, she actively participated in student politics and was elected the female vice president of the students’ guild. After her graduation, she was hired by the university to serve as a female warden.

According to the official Civil Service College of Uganda website, Buzeki also attended numerous skills-enhancing courses and obtained certificates in Conflict Management, Leadership and Change Management, Monitoring and Evaluation, Training of Trainers and Facilitation Skills; among others.

Her experience spans over 13 years of professional work as a human resource practitioner. She has closely worked with both local and central government, where she has developed expertise in human resource management, human resource auditing, institutional development, inspection, performance management, and result-oriented strategies.
Until her appointment to KCCA, Buzeki has been the Commissioner for Human Resource Management in the inspection department at the Ministry of Public Service.
