MoES, UMSC commit to continued collaboration in education

The Ministry of Education and Sports (MoES) and the Uganda Muslim Supreme Council (UMSC) have reaffirmed their commitment to continued collaboration aimed at improving Muslim education in Uganda.
The commitment was made during a meeting held on Tuesday, January 27, 2026, at the Ministry headquarters in Kampala. The meeting brought together senior officials from both institutions to discuss policy and operational issues affecting Muslim-founded and Muslim-managed educational institutions.

Present were MoES Permanent Secretary Dr. Kedrace Rwankore Turyagyenda, UMSC Education Secretary Sheikh Juma Bakhit Cucu, and Haj Muhmood Kateregga Namuguzi, Chairperson of the UMSC National Education Committee.
Central to the discussions was a five-page document prepared by Sheikh Cucu, titled “Education Policy Issues Affecting the Smooth Running of Muslim Education in Uganda.” The document highlighted key concerns including financing and grants policy, teacher recruitment and deployment, recognition of Islamic theology education, school calendar and time policy, school ownership and licensing, religious rights policy, Muslim dress code, and institutional Muslim chaplaincy (Muallims).
Ministry officials provided explanations and shared observations on each issue, and the meeting concluded with recommendations aimed at accelerating reforms.
Priority areas included improving infrastructure, advancing human resource capacity, mobilising communities, clarifying stakeholder roles in school management, and strengthening follow-up for madrassa schools.
Both parties resolved to maintain close collaboration in promoting quality education for future generations.
